Will small-business 404 relief turn permanent?

Not too long after the SEC announced it was delaying the deadline by which small companies have to comply with section 404, talk started up about whether the delay would become permanent. Assuming the SEC finally approves the delay, which it likely will, this will mark the fourth time the provision has been delayed for small companies. At least one former SEC bigwig thinks the real reason for the delay is to prevent implementation at all. Another possibility: Less stringent, and thus less costly, requirements about financial controls. It does seem the SEC is bent on some kind of lasting relief.
